Proposal
for
COMMUNICATION
TO THE CPMR GENERAL ASSEMBLY.
On
the European White Paper on Transport and the TEN-T Review: Regional
Governance Issues.

The
North Sea Commission meeting in General Assembly in Norwich on 20 - 21
June 2002:
Welcomes
the initiatives on transport being taken by the CPMR secretariat and urges
the secretariat to continue its support for the following principles in
relation to regional transportation issues and ensure their inclusion in
discussions on both the White Paper, the TENT-T Review and the forthcoming
DG Tren study on developing market
oriented slot allocation schemes:
- The
need for even greater emphasis on the challenges facing
rural,peripheral, islands and maritime regions within the EU.
- The
need for the Commission to continue constructive dialogue with local and
the regional representatives in relation to the development of
transportation policy, in particular the development of multi-modal
regional transport hubs and hinterland connections.
- The
importance of improved regional rail links for goods and passengers
where they offer a practical alternative to road travel.
- To
examine and consider the potential of developing a network of European
Regional Airports. Integral
to this should be the establishment of a system of protected airport
slots specifically allocated to peripheral regional airports, thus
ensuring that such remote airports have guaranteed access to
national/core hubs. It is further recommended that these slots be
allocated to and controlled by the relevant regional transport
authorities.
- To
fully consider the high cost of access to Island Communities and how
this might be addressed with particular reference to public service
obligations.

Commission in its 11th General Assembly in Norfolk 18-21 June
2002, and adopted.
